From Hong Kong to Singapore, in 2026.

The largest professional migration in Asia, by the rent sheet, the tax sheet, the school sheet, and the visa sheet. 78,400 Employment Passes since 2023.

Hong Kong to Singapore is the single largest professional migration in Asia in 2026. Between January 2023 and December 2025 net departures from Hong Kong stood at 240,000 residents per the Census and Statistics Department, and Singapore's Ministry of Manpower issued 78,400 new Employment Passes to applicants holding Hong Kong residency over the same period. The pull is concentrated in finance, law, family office, and the regional headquarters function. The push is concentrated in the post 2020 political settlement and a residential rental market that resumed pre 2019 highs in Q4 2025. For a working professional on a 1.8 million HKD package the move is no longer a lifestyle question; it is a tax, schools, and visa question with a short answer.

№ 01 · The cost shift in numbers

What the move actually costs you

A 1 bedroom in central Hong Kong (Mid Levels, Sheung Wan, Wan Chai) ran a median 26,800 HKD a month in March 2026 per Centaline, equivalent to 3,420 USD. A 1 bedroom in central Singapore (River Valley, Tiong Bahru, Tanjong Pagar) ran a median 4,180 SGD, equivalent to 3,090 USD per the Urban Redevelopment Authority's quarterly rental index. Rent is therefore 9.6 percent lower in Singapore. The larger compression is in the family bracket: a 3 bedroom condo with pool and gym ran 64,500 HKD a month in Hong Kong (8,230 USD), against 8,950 SGD in Singapore (6,620 USD), a 19.6 percent gap.

Tax is the largest single variable. Hong Kong applies a 15 percent flat salaries tax with a 132,000 HKD personal allowance. Singapore applies a progressive resident scale topping out at 24 percent on income above 1 million SGD, with the second highest bracket at 23 percent above 320,000 SGD. For a base salary of 1.2 million HKD (210,000 SGD) the Hong Kong bill is 153,000 HKD; the Singapore bill on the equivalent income is 27,950 SGD (215,000 HKD). The Hong Kong number is 28.9 percent lower at this income level. The crossover where Singapore becomes cheaper sits at 4.8 million HKD of taxable income, which is where the 24 percent top bracket bites for full deductibility.

The countervailing pull is the structural cost of children. Hong Kong international school capital levies (Harrow, ESF, GSIS, CIS) ranged from 250,000 HKD to 760,000 HKD per child in 2025, with annual fees on top from 165,000 HKD to 280,000 HKD per the schools' own fee schedules. Singapore equivalents (UWCSEA, Tanglin, SAS, Dover Court) ranged from 1,500 SGD to 5,000 SGD in capital levies, with annual fees from 36,000 SGD to 58,000 SGD. For a family with two children moving in 2026, Singapore is 720,000 HKD ahead per year on school fees plus levies alone, which inverts the income tax calculation for most family relocations under a 4 million HKD income.

№ 02 · The visa

Employment Pass versus ONE Pass, in 2026 numbers

Singapore's Ministry of Manpower revised the Employment Pass salary floor again on 1 September 2025: the minimum qualifying salary is now 5,600 SGD a month (6,200 SGD for financial services), with the COMPASS framework adding points scoring for diversity, support pass quota, and skills shortage list. Approvals for finance applicants from Hong Kong run at 88 percent on first submission per MOM's published quarterly aggregates. The application is filed by the Singapore employer, decisioned in two to three weeks, and ties the holder to that employer.

The Overseas Networks and Expertise Pass (ONE Pass), introduced 2023, is a five year self sponsored permit for applicants earning 30,000 SGD a month or more. It allows holding multiple jobs concurrently and starting a Singapore company. For senior bankers and partner level professionals leaving Hong Kong the ONE Pass has become the preferred route: it severs the dependency on a single employer, and the 30,000 SGD threshold maps cleanly to a 3.6 million HKD package. As of Q1 2026, 2,840 ONE Passes have been issued, with 41 percent of holders previously resident in Hong Kong per MOM's December 2025 release. № 03 · Where to land

The five neighborhoods that work for an incoming Hong Kong family

Singapore's rental market is segmented by school catchment and MRT line, not by postcode in the Hong Kong sense. The five neighborhoods that absorb most of the incoming Hong Kong family cohort are River Valley, Tiong Bahru, East Coast (Katong, Joo Chiat), Holland Village, and Bukit Timah. Median 3 bedroom condo rents in March 2026: River Valley 9,200 SGD, Tiong Bahru 8,400 SGD, East Coast 7,900 SGD, Holland Village 8,800 SGD, Bukit Timah 10,400 SGD per URA data.

River Valley is the default for the finance cohort: 12 minute walk to Raffles Place via UE Square, the Tanglin Trust catchment, and walking access to UE Shopping Mall and Great World City. Tiong Bahru gets the design and tech cohort: lower density, art deco walk ups, MRT EW line and the strongest independent F and B cluster in the city. East Coast is the family default: hawker centers at Old Airport Road, the East Coast Park 8 kilometer beach, and the Tao Nan and CHIJ Katong catchments for local school applicants. Holland Village serves UWCSEA Dover and the diplomatic community. Bukit Timah is the high end family choice: the Tanglin and Dunearn 71 catchments, Botanic Gardens MRT, and detached black and white houses for those on 30,000 SGD plus a month packages.

№ 04 · Banking, currency, the first 90 days

Wise, DBS, Standard Chartered, and the multi currency reality

Hong Kong residents arriving in Singapore typically open a DBS Multiplier account on the first day (DBS accepts a foreign passport and the Singapore visa in principle pending Employment Pass). HSBC Premier transfers cleanly across the two jurisdictions if the relationship is held in Hong Kong already; private bank balances above 1.5 million HKD do not need to be liquidated to transfer. For the working savings position most movers run Wise as the multi currency hub, holding HKD, SGD, and USD balances in one account, transferring at the mid market rate, and using the Wise debit card for everyday spend during the first three months while permanent banking sets up. Wise's average fee on HKD to SGD transfers in March 2026 was 0.41 percent against a typical SCB or HSBC retail transfer fee of 0.95 to 1.4 percent.

For the property purchase question (Singapore allows foreigners to buy executive condominiums only after five years of residency, and private condominiums at any time subject to an Additional Buyer's Stamp Duty of 60 percent on foreign buyers from April 2023), most Hong Kong arrivals rent for the first 18 to 24 months. The ABSD makes immediate purchase economically irrational unless the buyer has Singapore PR or citizenship. For the rental contract, a 24 month tenancy is standard, with a 2 month security deposit and a 1 month broker fee paid by the tenant.

№ 05 · Healthcare, schools, the long settle

Why the second year costs less than the first

Singapore's MediSave and MediShield Life cover citizens and PRs; Employment Pass holders pay full private rates. Annual premium for a comprehensive expat plan (AIA, Bupa Global, Cigna Global) for a family of four ran 14,200 SGD to 22,800 SGD in 2026 per Pacific Prime's 2026 benchmark, against 38,400 HKD to 62,000 HKD for the Hong Kong equivalent. International health insurance via SafetyWing or Cigna Global remains the standard wrapper for the first two years.

School fees are the structural driver of the family budget. The capital outlay of the first year (place deposits, capital levy, uniforms, first term fees) for two children at UWCSEA, SAS, or Tanglin runs 110,000 to 165,000 SGD in front loaded costs. By year two the running cost normalizes to 72,000 to 116,000 SGD a year. Some movers route children through the local stream (Methodist Girls', ACS, Raffles) to avoid international fees entirely, but admission for foreign passport holders is by direct application and the success rate is low. The realistic path is international school for the first three to five years, then a transition decision once PR application timing clarifies.

Who should move, and on what package

The clear move case is the finance professional with a family, total package between 1.2 million HKD and 4 million HKD, and children of school age. Singapore is cheaper on rent, cheaper on schools, cheaper on healthcare, and warmer on the visa side, even after the higher marginal income tax bite. The case for staying in Hong Kong holds for single bankers above 6 million HKD pre tax (the income tax delta inverts), for the small cohort that prefers urban density and the geography of mainland China access, and for buy side professionals whose books are still concentrated in offshore mainland equity and debt. What to ship, what to sell, what 480 cubic feet actually holds

Sea freight Hong Kong to Singapore via Asian Tigers, Crown Worldwide, or Allied Pickfords ran 14,200 to 22,400 HKD for a 20 foot container in February 2026, with door to door delivery in 21 to 35 days. Air freight ran 138,000 to 195,000 HKD for the same volume but lands in 5 to 9 days. Most movers ship the 20 foot container (1,170 cubic feet) and air freight a single pallet of immediate need household items (mattresses, kitchenware, the first month wardrobe). The economic break point: anything below 3,200 HKD replacement value in Singapore is cheaper to sell on the Hong Kong Carousell or to a relocation agent and rebuy at IKEA Tampines or Tan Boon Liat. Above that, ship. Singapore customs requires a packing inventory with declared value per item; high value art and wine consignments need an export license from the Customs and Excise Department in Hong Kong and a corresponding import permit in Singapore.
