The pattern is clear once the table is read top to bottom: the mildest winters cluster between 20 and 35 degrees of latitude, on the western or southern coasts of continents where ocean currents moderate the air. San Diego at number 4 is the warmest winter in the continental United States, Lisbon at number 7 is the mildest capital in mainland Europe, and Sydney at number 6 leads the southern hemisphere entries. The Spanish coast alone places five cities in the top 13.

The everycity mild winter score runs on a 10 point scale built from four inputs, each measured for the coldest calendar month: the average daytime high, the number of frost days, the total winter rainfall, and the winter sunshine hours. We pull the climate normals from national meteorological offices and the World Meteorological Organization, then normalize each input against the global range and weight the daytime high most heavily, because warmth is what the reader is asking for.
A city scores 8.0 or above only if its coldest month holds a daytime high near 63F or warmer with few frost days; that band runs green in the table. A score between 6.0 and 7.9 marks a mild but cooler winter, near 55F to 62F, and runs amber. We did not include any city whose coldest month high falls below 54F, which is why the cool but famous winters of London, Paris, and New York do not appear. We also excluded the hot tropical cities that have no real winter to speak of, on the principle that a mild winter implies a winter at all. Singapore, Bangkok, and Dubai run hot year round and belong on the best weather and sunniest cities lists rather than here. Honolulu is the one tropical entry we kept, because its 80F winter is the textbook mild end of the tropics and readers expect it on any warmth ranking.
The southern hemisphere cities are scored on their July figures, since that is their coldest month, and compared on equal terms with the northern January. This is why Sydney, Brisbane, Cape Town, Perth, Auckland, and Santiago appear: their winter, when it arrives, is mild by global standards.
