The cheapest cities score blends five axes at equal 20 percent weighting: structural one bedroom rent at the central municipal tier; structural grocery basket cost (24 line items); structural transport (the structural full month metro pass plus the structural per kilometer taxi); structural utilities (electricity, water, internet at the central tier two bedroom); and structural restaurant meal at the central tier mid range plus the structural street food tier. Normalized to a 1 to 10 scale.

The cost basket axis primary source is the Numbeo cost of living index at the May 2026 reading cross referenced against the Mercer Cost of Living Survey 2026, the structural Expatistan published cost basket, and the structural local national statistics agency rent index.
